The Mechanism
Regional cooperation requires two different forms of engagement. Some activities need the authority, resources, and continuity of government institutions. Others depend on trust, personal relationships, and informal dialogue that governments cannot easily sustain.
For this reason, the initiative operates through two parallel tracks. A government track provides coordination, continuity, and state support. A private track builds relationships, develops opportunities, and creates the trust needed for cooperation to emerge. Together, they allow practical cooperation today while laying foundations for deeper regional partnerships in the future.
The Two-Track Model
Government Track
Red Sea Task Force
The government track provides coordination inside the Israeli state. It aligns activity across ministries, removes bureaucratic obstacles, preserves institutional continuity, and ensures that regional initiatives receive the political and regulatory support needed to move forward.
Private Track
Private Cooperation Platform
The private track conducts the partner-facing work that governments often cannot perform effectively. Through informal dialogue, third-country meetings, and long-term relationship building, it creates trust, identifies opportunities for cooperation, and develops networks that can later support formal engagement.

The Red Sea Task Force
The Task Force serves as the single coordinating address inside the Israeli government for regional cooperation efforts.
Coordination
Maintains a shared picture of Israel's regional engagement and aligns activity across government.
Enablement
Provides approvals, removes bottlenecks, and supports initiatives that require government involvement.
Continuity
Preserves institutional memory and relationships across political cycles.

Private Track
Private Cooperation Platform
The private track is a long-term platform for building relationships, trust, and cooperation outside formal government channels.
Northern Red Sea Forum
The Northern Red Sea Forum is the first operational forum within this track. It focuses on the Northern Red Sea and provides a practical space for dialogue, relationship-building, and cooperation.
Importantly, the Forum is not the entire private track. Additional forums and initiatives could be created in the future around other regions or functional areas.
